Open Question: Why aren't some household and cosmetic wipes flushable?

It intrigued me that on a packet of some Jeyes disinfectant wipes it was marked "flushable", and after using one it certainly went with the water in the toilet. However, most cosmetic wipes and other household cleaning wipes are not flushable. Why is this?

i don't want to rent to own, i would rather just rent because i might want something nicer or different in the next year to come. so are there places that charge 20 dollars a month or less to rent a washer and dryer?
