it has make up stains in the outside and inside i tried pinesol but that made it wrinkly in the inside

I used my dad's bathroom to handle my business and I looked under the sink because I was looking for some soap and I found this big ziploc bag with a brown paper bag in it. I opened it and it was full of white powder and I looked even closer and there were tons of these little bugs crawling all over. The color of the bugs is brownish red. So what could the white powder be? drugs?
